Retired Judge Frank Caprio, known around the world as the “Nicest Judge in the World,” has died at the age of 88.

The Rhode Island Department of Environmental Management and Rhode Island Department of Health said that West Nile Virus was detected in mosquito samples collected in East Providence, Westerly, and West Greenwich.
