President Donald Trump said Mexican President Claudia Sheinbaum rejected his proposal to send U.S. troops to Mexico to help thwart the illegal drug trade because she is fearful of the country’s powerful cartels.

President Trump on Sunday confirmed he offered to send troops into Mexico, but said the country’s president, Claudia Sheinbaum, is terrified of the cartels. A day earlier, Sheinbaum had said that she rejected an offer from Trump for American troops to be shipped south of the border for the purpose of combating drug trafficking.

Trump has said publicly that the U.S. would take unilateral military action if Mexico failed to dismantle drug cartels. The two countries have had several calls in recent months to discuss security issues,
